As a supplement to "MIDSUMMER ALERT! — Noble Resolve and Diablo Bravo —" (also published widely on the web as simply "Summer Alert!") by Lt. Col. Guy S. Razer, myself, Dr. James H. Fetzer, Capt. Eric H. May, and SFC Donald Buswell, this article provides more details about the exercises and related issues.
It bears repeating the point I made in my last supplementary commentary regarding National Level Exercise 2-08, namely:
A high level military exercise is the ideal environment for corrupt insiders to pull off a false flag event similar to 9-11. Insiders stand at the helm where they can control the military’s reaction to crisis. They also control the flow of information and its interpretation. Last, but not least, while using one part of the government to covertly run a phony terrorist attack, they can have other government agencies running at full speed to make insiders look competent at handling crises and therefore deflect suspicion.
Webster Tarpley, author of 9-11 Synthetic Terror: Made In the USA, counted 25 military exercises running concurrently with the 9-11 inside job....Hence, we must take these exercises very seriously.
Another important point worth repeating is that under normal conditions, I am highly supportive of a strong national defense and high levels of preparedness. In fact, I have always admired the Swiss and Swedes who have achieved vastly higher levels of civil defense preparedness than most Americans. In addition, I never intend to disrupt any honestly conducted military operations per se.
However, we do not live under normal conditions, as Dr. James Fetzer observes in "9/11 and the Neo-Con Agenda." Unfortunately so many Federal agencies have become corrupted or compromised --not to mention national media "presstitutes"-- that we must step up to the plate to try to deter false flag attacks with alternative media activism. We must take a stand against the "Info War" and the agents provocateur actions being waged against us.
ADDITIONAL MEDIA INDICATORS
In his July 16, 2006 article “A War Waiting to Happen”, William Engdahl notes: “Washington is definitely playing with potential nuclear fire by escalating pressure to push Georgia and Ukraine into NATO… Washington is aiming its military strategy at the dismantling of Russia as a potential adversary. That is a recipe for a possible nuclear war by miscalculation.”
There are also steadily worsening macro-social and economic considerations that influence top insider behavior. In recent months Dr. Paul Craig Roberts wrote “A Work Force Betrayed” and “War Abroad and Poverty at Home”. These articles are only two examples of a growing body of financial literature that describe a steadily hollowed out and vastly over-indebted economy heading towards hyperinflationary collapse. The neo-cons are probably using Orwellian “perpetual war for perpetual peace” tactics in a desperate effort to suppress dissent and deflect attention away from their failed social, political, and economic policies. In my article: "Thomas Jefferson and the `Incredible Truth' About Bush Cabal Wise Guys and False Flag Nukes" I take the gloves off and explain why the current national policy of fighting wars for OIL (Oil, Israel, and Logistical bases in the Middle East) ultimately does more to exacerbate our social and economic problems rather than solve them. (As one example, while it is true that a few Bush-crony companies such as Halliburton make obscene profits on no-bid contracts, and high oil prices obviously benefit oil producers in general, Dr. James Petras argues that Israeli-instigated sanctions actually hinder big oil company exploration in general. In addition, American consumers at large are hurt by high oil prices fostered by war and occupation-related tensions and intrigues). I agree completely with the late Lt. Gen. William Odom, former head of the National Security Agency, that the Bush Administration's decision to invade Iraq and Afghanistan is probably one of the greatest strategic disasters in American history.
Noble Resolve
Last year's version of Noble Resolve alone was enough to warrant considerable activism by Capt May, myself, and others. Please note from the Joint Forces Command web page that the players include such heavy hitters as DHS, DOE, FBI, FEMA, USJFCOM, and the National Guard Bureau. Please also note that this web page explicitly describes “a `loose,’ ten kiloton nuclear warhead” scenario.
The 16 Jan 2008 US Joint Forces Command (USJFCOM) guidance for Noble Resolve 08 states that experimentation scenarios will involve Virginia, Oregon, Texas, and Indiana. They will focus on “information sharing, maritime domain awareness, natural disasters, mass population movement, and weapons of mass destruction…This year, instead of having two main experimentation events…these will culminate into one major event in late July.”
As mentioned in the "Midsummer Alert," on 2 July 2008 I spoke with Capt Stephen Bomar, Oregon National Guard PAO, who said that expected “surprise” inject scenarios for Noble Resolve 08 (28 July to 1 Aug) can involve a Weapon of Mass Destruction (WMD) as well as a natural disaster anywhere within the states of Virginia, Indiana, and Oregon. Texas will likely be monitoring this exercise.
On 14 July I interviewed Jim Grove, J-8 planner for the National Guard Bureau which coordinates National Guard activity nationwide. He said that for Noble Resolve, Virginia would experience a rail incident followed by a terrorist attack. Oregon would play an earthquake scenario, and so would Indiana with the New Madrid fault. The Texas National Guard emergency operations center did not have an initial scenario, since from 14-18 April it had already played a situation involving a million displaced people flooding into the state. However, it would still be monitoring the nationwide exercises and be subject to "surprise injects."
Mr. Grove emphasized that Noble Resolve is primarily a command post exercise without any movement of actual troops. Key buzz words are
“Strategic Operations Information Sharing Plan of Action” (SOISPOA) for “situational awareness.” In plainer English this means that all war rooms will be on the same page in terms of seeing and interpreting “surprise injects” of catastrophic events and each other’s command responses.
We have become suspicious towards exercises that emphasize overarching communications control over the U.S. military. "False Flag Prospects 2008, Top Three U.S. Target Cities" by Capt May provides a classic example of a cause of our distrust:
The US 9/11 Commission stumbled across strong evidence of treason by Dick Cheney when it interviewed Secretary of Transportation Norman Mineta, who was present in Cheney's famous command bunker as Flight 77 sped toward Washington, DC. Cheney was at the center of national military exercises simulating terrorist hijackings of US aircraft -- at the very time that those hijackings were occurring in real life. On May 23, 2003, Secretary Mineta testified:
"During the time that the airplane was coming in to the Pentagon, there was a young man who would come in and say to the Vice President, "The plane is 50 miles out." "The plane is 30 miles out." And when it got down to "the plane is 10 miles out," the young man also said to the Vice President, "Do the orders still stand?" And the Vice President turned and whipped his neck around and said, "Of course the orders still stand. Have you heard anything to the contrary?"

In my centralization vs. decentralization article in my "Resolving Opposing Ideological Viewpoints" series, I quote articles by William S. Lind about how many of the most successful military organizations in history have encouraged various forms of decentralization, to include panzer units under Adolf Hitler or British Royal Navy ships of the line in the era of Admiral Nelson.
Something smells funny to me when I call up various different commands involved in Bush Administration exercises and repeatedly detect a mania for "Master of the Universe" centralization. They are always tinkering with new and improved ways to centralize collection of all information. They always want to create exhaustive virtual reality models of everything. They seem to really get charged up over the idea of assimilating all information into one interpretative collective.
No doubt some think we must all be made to sleep well at nights reassured that a Borgian master mind with the paranormal capability to sit outside a classroom in Florida while simultaneously seeing in real time the untelevised first plane hit the north World Trade Center Tower in New York City is tending to everything on our behalf.
Noble Resolve and Texas
In our "Midsummer Alert!" we mentioned the assassination of Roland Carnaby. The admirable work of Wayne Madsen at waynemadsenreport.com provides important additional evidence that the general area of Houston, Texas remains a prime potential target.
In his article "Next July 15, 2008 -- EARLY EDITION. The rabbit hole in the Carnaby case goes even deeper", Madsen states that:
The more information that seeps out about one-time Houston CIA station chief Roland "Tony" Carnaby, gunned down during the end of the morning rush hour in west Houston on April 29, the deeper down the rabbit hole of intelligence operations -- official, covert, unsanctioned, and off-the-books -- the story goes.
WMR has learned from reliable sources in Houston that the City of Houston, on behalf of the Houston Police Department, is considering settling out-of-court the lawsuit brought against Houston and two Houston police officers by Carnaby's widow. The police violated U.S. federal Judge Keith Ellison's order to preserve all evidence in the case. WMR has learned that all the evidence in the shooting of Carnaby, police car dash board video tapes, recordings of land line and cell phone calls from Carnaby to police officials and between police officers and police officials, weapons reportedly found in Carnaby's vehicle, as well as cell phones, a laptop computer, and other material was disposed of by police in violation of the judge's order.
WMR has also obtained further information about Carnaby's complicated relationship with Israeli intelligence, both in around Houston, and in Israel, itself. Carnaby was known to have maintained a cordial relationship with Israeli current and retired intelligence officers, especially with regard to security technology being acquired for George Bush International Airport in Houston and the Port of Houston.
In his report "June 16, 2008 -- SPECIAL REPORT. Another 9/11 waiting to happen," Madsen comments:
Roland "Tony" Carnaby, the one-time CIA station chief for the Southeast Region slain by Houston police on April 29, was an advocate of increasing "HUMINT" [Human Intelligence] resources in and around the sprawling Houston port complex, from Houston to Galveston. Houston is the largest port in the United States for foreign tonnage.
Carnaby had in his possession the morning of April 29 information that someone wanted and wanted badly enough to order the Houston police to treat the well-known former CIA clandestine agent and president of the local chapter of the Association for Intelligence Officers (AFIO) as a dangerous armed criminal. After an extensive investigation, WMR has learned that those who ordered the "hit" on Carnaby were part of a team, including smugglers tied to the Russian-Israeli mob, who were involved in terrorist planning activities in the greater Houston area.
Carnaby and his intelligence and federal and county law enforcement associates were concerned about the potential for a "9/11-like" false flag attack on either Houston's port facility, airports, or all of them in and around the Memorial Day and Independence Day weekends.
WMR has learned that at a meeting of tugboat captains last week in Houston, the possibility of an imminent terrorist attack on the Houston port was discussed.
Carnaby's belief in HUMINT as a determinant of terrorist plans likely caused him to believe that Houston was in imminent danger for an attack. WMR spoke to Carnaby's intelligence and law enforcement colleagues who share his concerns.
Suspiciously, the Houston police, in violation of US Judge Keith Ellison's order to preserve all evidence related to Carnaby's shooting by the Houston police, admitted that it disposed of the evidence. Moreover, after having secured Carnaby's Blackberry, which is known to contain contact numbers for CIA and other federal agents, as well as their informants, was returned to the custody of the Houston police by Secret Service Special Agent R. Jennings, the reported SAC (Special Agent in Charge) of the Houston office.
Lastly, in his "May 5, 2008 -- Two assassinations of individuals who posed threat to Israelis and mob" report, Madsen commented:
There is a cancer that is growing within America. The Bush-Cheney administration has allowed to flourish in the United States a ruthless and brutal organized crime syndicate that has its roots in Russia and Israel and festers in its criminal dens in Brighton Beach, New York; Miami; London; Houston; and other cities.
WMR has previously reported the shooting death of retired CIA agent and later CIA contractor Roland Carnaby by Houston police on April 29 was the result of a high-stakes turf war between Israeli intelligence agents livid over the CIA's and FBI's renewed take down of an old Israeli intelligence network operating deep within the bowels of the U.S. government and the CIA and FBI, which have joined forces to rout out Israeli intelligence moles.
Two weeks ago, 84-year old Ben-Ami Kadish, an accused longtime spy for the Israelis at the US Army Picatinny Arsenal in New Jersey, was arrested. FBI agents are trying to get Kadish to spill the beans on high-level Israeli spies inside the government. Israel's Mossad and its allied assets inside the Russian-Israeli Mafia, have retaliated with a vengeance, according to WMR's U.S. intelligence sources.
...There is evidence that Israeli intelligence agents inside the Houston Police Department issued the order to shoot Carnaby. Houston homicide Captain Steve Jett tipped his hand in an interview with the Houston Chronicle when he said one of Carnaby's arresting officers was told to arrest Carnaby on "something" because he could not be arrested for speeding. Carnaby's lawyer Kenneth Brooten said it was possible that Carnaby thought he was being set up by the police and that is why he took evasive action. Many of Carnaby's intelligence associates are calling his killing an "assassination."
Noble Resolve and Oregon
In “Nuclear Dictatorship –The Portland Plan” Capt. May detailed how the Oct 2007 exercise called “Top Officials” targeted Portland with a dirty nuke scenario. Please also see my article: "Nation on Edge: Operation TOPOFF. We discuss how earlier that year Portland was the subject of a Harvard-Stanford nuclear fall-out scenario for a 10-kiloton nuke. Therefore, "WMD anywhere in Oregon" probably means "Portland" as the prime target for something that might go live.
As Captain May discussed in "False Flag Prospects, 2008 —Top Three US Target Cities, we believe that false flag operators like to opportunistically revisit areas that they have previously "prepared" with prior exercises. Therefore all of the areas of America addressed in our prior alerts remain the most likely to get hit. They include the National Capitol-Virginia region, the Indianapolis-Chicago areas, the greater Houston-Gulf Coast petrochemical region, and the Seattle-Portland Pacific Northwest area.
Diablo Bravo
During the exact same 28 July to 1 August time frame that Michael Chertoff’s Department of Homeland Security will be running Noble Resolve with major U.S. military commands, Chertoff’s fiefdom will also be running a separate nuclear weapons incident exercise with the Department of Energy called “Diablo Bravo.”
The article “Michael Chertoff: The Man & His Star-Crossed Past,” by Jim Kirwin explains why any operation run by Mr. Chertoff is a cause for serious concern.
As noted on a Department of Homeland Security/FEMA web page, this exercise involves a “comprehensive interagency response at the Federal, State, and local levels” to a “terrorist attack on nuclear weapons” in Kitsap County, Washington.
Kitsap County is home of the Naval Base Kitsap complex. It lies across Puget Sound from Seattle and includes the Strategic Weapons Facility Pacific which services home-ported Trident submarines and the Nimitz-class carrier John C. Stennis.
The National Nuclear Security Administration (NNSA), a part of the Department of Energy, periodically takes custody of nuclear warheads from the U.S. military, transports them to its own facilities to conduct serviceability inspections, and then returns them to military units. The NNSA is a huge organization with about 32,000 employees. It has its own vehicles, security force, and reaction teams to deal with possible nuclear incidents.
The U.S. Navy never officially confirms or denies the presence of nukes anywhere in the world, therefore in a publicly-disclosed exercise scenario, we can expect only that “something” is going to happen to “something” on an implied NNSA vehicle traveling through a given area, without ever being officially clear about what those "somethings" are.
Susan May, Public Information Officer for the Kitsap County Department of Emergency Management, issued an information bulletin on July 14th stating that “the public may see a puff of smoke (theatrical fog, representing smoke) with a bang at the exercise start and observe some increase in vehicular traffic” on July 28th. This may take place at the Bremerton Motorsports Park at the Bremerton National Airport which is about nine miles away from the Strategic Weapons facility. A separate bulletin (also provided in the Appendix to this article) issued by the director of her department advises residents of the local Sunnyslope Neighborhood of possible increased activity by fire and law response vehicles.
Theresa MacLennan of Central Kitsap Fire and Rescue told me that real world local firemen and policemen have been told to respond to orders generated by the exercise. Diablo Bravo will also have 500 participants from a wide range of local, state, and federal agencies across America. They will use information tracking software developed by PIER Systems, Inc. that was previously tested during a hypothetical toxic gas eruption scenario during the National Level Exercise NLE 2-08 in May 2008.
According to Gerald Jensen of the Washington state emergency management office in Olympia, the Civil Support Team based in Tacoma will likely be involved in this exercise as well.
In regard to National Level Exercise 2-08 in May 2008, I noted that:
The travel radius from Ft. Lewis to the Bellingham-Ferndale area may give us an important clue about how far from Ft. Lewis corrupt insiders might conduct a real false flag strike within a concentric ring on a map. Ft. Lewis is roughly the same distance to Bellingham and Ferndale to the north as it is to Portland, Oregon to the south. (According to one web source, Ft. Lewis to Bellingham is 136 miles, whereas Ft Lewis to Portland is 130 miles).
The Civil Support Team in Tacoma is only an extra 17 miles further away from Portland compared to the units that trained at Ft. Lewis in the May exercise. Any possible NNSA units in the Bremerton area are only an extra 40 miles further away from Portland. In addition, Oregon has its own Civil Support Team stationed 44 miles south of Portland in Salem. Hence, both Portland, Oregon and Seattle, Washington remain within a reasonable response radius of special units that false flag operators may want to have on hand to help manage unintended consequences.
The Virginia Exercises
On July 7th I interviewed Major Cotton Puryear, Public Affairs Officer for the Virginia National Guard. He told me about the WMD scenario for the Richmond International Airport on July 22nd that involves the 34th Civil Support Team based at Ft. Pickett, VA.
I sent Maj Puryear an email on the 7th requesting additional information. Not getting a response, I left a phone message on the 10th. Still not getting a response, I called up the 34th CST directly as well as the head of the Virginia National Guard personnel/public affairs office on the 14th. In both cases I was referred back to Maj Puryear, who then sent me an email that very day stating "My job as the public affairs officer is coordinate media support so the line units can focus on preparing for their mission. I have instructed everyone involved in this exercise to refer media queries to me, so I please send your questions to me, and I will do everything I can respond to them."
I responded that same day with the comment "Captain May finds it incredible that with a week to go before commencement of the Virginia WMD CST exercise on the 22nd, you still cannot provide specific information regarding the WMD scenario and exercise players." Both Capt. May and I believe strongly that an essential purpose of media should be to keep asking questions and to keep uncovering new sources of information for the benefit of the general public.
Incidentally, both Captain May and I are school-trained former public affairs officers. We have seen the world from Major Puryear's side of the fence. We both went through the Defense Information School reserve officer course short course (back when it was conducted at Ft. Benjamin Harrison, Indianapolis, Indiana) to pick up public affairs as a secondary Military Occupational Specialty (MOS). We both believe strongly that if information is not classified, and cannot compromise an ongoing military operation, it should be disclosed honestly, accurately, and immediately to the public. This is in fact official Department of Defense guidelines policy. (See Appendix E of "In Search of the Truth About the Battle of Baghdad Cover-up).
On July 16th Maj Puryear send me the following email: "I confirmed today that Virginia's involvement with Noble Resolve is VERY limited. We will have about four Soldiers working in the Virginia Emergency Operations Center. I recommend you contact National Guard Bureau for more information. I am still working on getting you information about the Virginia Exercise next week. I have a number of approval steps I have to go through in order to get the clearance to release information, and I am still working on that. I know you wanted to get the information yesterday, but I am working as quickly as I can."
Major Puryear sent another email on the 16th stating "I want to make sure that you understand the Virginia exercise scheduled for July 22 at the Richmond Airport is NOT connected to VOPEX or Noble Resolve. This is a stand alone exercise developed by the 34th CST involving a number of state agencies and local first responders with the focus on rehearsing procedures for responding to possible chemical and radiological hazards. The primary goal of the exercise is to provide an opportunity for different state and local agencies to work together to improve their ability to respond in a possible Weapons of Mass Destruction attack. Agencies scheduled to take part in the event are the Virginia Guard's 34th Civil Support Team, the Virginia State Police Counter Terrorism & Criminal Interdiction Unit, Virginia State Police Bomb Squad, the Virginia Department of Health, Henrico County Fire Department, Henrico County EOD and the Richmond International Airport."
I asked Maj Puryear why there would be only four soldiers involved in the Virginia Emergency Operations Center. When I visited the Oregon Emergency Operations Center for Noble Resolve last year, I saw about 15-20 servicemen, and that was when things were running slow in the morning of the first day of the exercise.
Maj Puryear responded: "In regard to your comparing what Oregon did last year with what Virginia plans this year, we do not know the decision making process that Oregon used for determining the appropriate number of participants in the training event. Today I spoke with our office in charge of Virginia's portion of Noble Resolve, and he indicated that each state involved in Noble Resolve determined what the appropriate level of staffing for their portion of the exercise. The four Soldiers we have scheduled for the exercise are appropriate to meet the requirements of our portion of the exercise. Again, I encourage you to contact National Guard Bureau for more details about what they and other states are doing as more of Noble Resolve. I can only speak to what Virginia has planned. Please continue to route your media queries through me. None of the Soldiers from the 34th CST will be available for interviews prior to the exercise, so I will be providing the responses for your questions. Next week we can work out the details to schedule interviews for your follow up article after the exercise is complete. The exact details of the exercise are very close hold because it will make the training more realistic if less details are made available to the participants. We will be able to make more details available after the exercise is complete, and we can also give you insights to the lessons we learned from the training. I am very sorry that you feel like you might be getting stonewalled, because that is not the case at all. Since you made me aware of your deadline, I have been working very diligently to provide the answers to your query. I appreciate your patience, and we will continue to do whatever we can to assist. As I stated above, we will be able to make more information available after the exercise is complete. THANKS!"
SFC Donald Buswell, a co-author of our "Midsummer Alert!," responded to Maj Puryear's comments:
"Major Puryear seems to be a good PAO, and he is very open and honest to Bill Fox's inquiries, the bottom line that we former Intel soldiers/service members who served the country still wish to serve, and alert all who will listen. When Maj Puryear said `The exact details of the exercise are very close hold because it will make the training more realistic if less details are made available to the participants. We will be able to make more details available after the exercise is complete, and we can also give you insights to the lessons we learned from the training'. I've been on dozens of these kinds of exercises in many G2 cells, over many years while on active duty, and over the last 9-10 years I've seen a stunning change in these kinds of activities; that is running all 'training' under a SECRET umbrella whereas all training I've been part of before 1999 was UNCLASS! This always has bothered me. Running training under SECRET has allowed manipulation of events, even to the tragic ones we saw on 9-11. The reason we few are sounding the klaxon so loudly is because the very nature of these exercises is what ushers in an attack - a real world inject that confuses, confounds and bewilders the participants! 9-11 was just such an event! We hope and plan that new and future planned events will not happen because we have an informed cadre of military professionals who will not allow such manipulation to unfold!"
The answers supplied by Maj Puryear raised even more questions. For example, what is this "Virginia Operations Exercise" or "VOPEX" all about?
The best answer I could get was from Jim Grove in the National Guard Bureau J-8 office. He stated that individuals from the U.S. Joint Forces Command will test an information tracking software called "G-2" during "VOPEX," suggesting that the exercise involves more than Virginia alone. My guess is that "G-2" is related to the contract for "Enhanced Situational Awareness and Analyses for Geospatial Enterprise Infrastructure NORAD and NORTHCOM" scored by G2 Software Systems, Inc., in which case NORAD and USNORTHCOM might also be involved in "VOPEX" as well as USJFCOM.
In summary, the particulars behind the various Virginia exercises remain fuzzy. It bears repeating a point I made in my last exercise commentary:
In my article "Noble Resolve and the Ignoble Whitewash" [about the 2007 version of the exercise], I mentioned that "To counter growing public anxiety about nukes, a military spokesperson interviewed by the Portland radio station KBOO a week before Noble Resolve 07-02 commenced on Aug. 20, said the scenario was changed from a nuke to a natural disaster."
Since exercise planners can continually re-massage their hypothetical scenarios, we quickly reach diminishing returns in trying to uncover accurate details. For our purposes, the main objective is determine if the overall pattern of the exercise is rich with opportunities for corrupt insiders to pull off an actual false flag WMD attack. I think that the clear answer is "yes."
Immediate Response 2008
For three weeks beginning in mid-July, over a thousand American troops will be in the nation of Georgia and Ukraine as part of Operation “Immediate Response 2008.”
Eric Margolis’ 16 June article “Kicking Sand In Russia’s Face” makes one wonder if the Bush cabal is using this as a ploy to drive a geopolitical wedge between the Russians and Iranians in preparation for a possible attack.
JTFEX 08-4, Operation Brimstone
From July 21-31, 15,000 military personnel will flex their combat expeditionary capability along the U.S. southeast coast as part of JTFEX 08-4 Operation Brimstone.
Trying to read between the lines, this heightened readiness could come in very handy for seizing Iranian coastline near the Strait of Hormuz or adding instant “boots on the ground” muscle to any possible U.S. domestic martial law clamp down scenario.
Empire Challenge 2008
From 7 July to 1 August, U.S. Joint Forces Command is partnered with the National Geospatial Intelligence Agency in operation “Empire Challenge 2008” at China Lake, CA. This exercise is officially designed to enhance “joint and coalition interoperability.”
Fellow co-author Lt.Col. Guy Razer commented that "joint and coalition interoperability" could possibly mean "overarching communications control over the U.S. military," if something unexpected goes down.
The idea that "Dead Eye Dick" might not only be at the top of this control pyramid, but might also have his finger on the nuclear button is even more scary. With its passion for "Unitary Executive" measures, we are concerned that the Bush Administration has greatly relaxed first nuclear use "Fail Safe" procedures. In fact, the Bush Administration has already engaged in first use of a neutron weapon at the Baghdad Airport during the April 2003 Battle of Baghdad, as well as extensive dirty nuclear war through wanton use of depleted uranium weapons.
Possible Occultic Indicators
Just like the Joker in the Batman comics and movies, we cannot ignore the possibility that we are dealing with some very twisted, sadistic, and otherwise viciously psychopathic people at the highest levels who like to accompany their mass murder false flag operations with some kind of "signature" as an inside sick joke on the general public. This might include various forms of secret society occult numerological practices used by groups such as Kabbalists, Masons, and Skull & Bones (the usual suspects). This is not to suggest that all Kabbalists, Masons, and Skull & Bonesmen are criminals, but rather that their their numerological lore has an amazing way of repeatedly falling into the wrong hands.
I have heard FBI criminologists observe that virtually every crime seems to have some kind of "signature" to it, if you just know where to look. Capt May points out that while he personally does not believe in numerology, he believes that certain high level malefactors believe in it. It influences their behavior, therefore we are being realistic to take this kind of behavior into account in assessing the risks of a false flag event.
Capt May has identified many suspicious occultic patterns in prior false flag events.
For example, we see a place name repetition pattern, such as “Oklahoma City, Oklahoma,” “New York, New York,” and “Pentagon, Pentagon City." Additionally, Captain May believes "Texas City, Texas" has been the target of several false flag attempts. "Indianapolis, Indiana," the subject of the recent "martial law" exercise, also looks suspicious since "Indianapolis" means "Indiana City" in Greek.
Portland, Oregon is near "Oregon City, Oregon," and Seattle is adjacent to "Lake Washington, Washington."
We are left to wonder about “Richmond International Airport, Richmond,” or “Bremerton Motorsport Park, Bremerton National Airport, Bremerton” for the upcoming exercises.
Then there is terror date code analysis. Consider the date 7-22 for the Richmond International Airport WMD CST exercise. The “22” in this date is neatly divisible by the favorite occult number 11, as was the “11” in 9-11, the 3-11 Madrid bombing, the 7-7 London subway bombing, or the 7-11 Mumbai bombing. (Speaking of an inside sick joke, given that a substantial number of people from India run 7-11 stores in the U.S, it is an interesting coincidence that a bombing in India would take place on 7-11).
We can also manipulate 7-28-2008 for the start date of both Noble Resolve and Diablo Bravo to get a similar result, using numerological operational patterns seen in prior terror events. If we add the digits within both the day and year fields (2+8=10 in the day field and 2+0+0+8=10 in the year field), we get 7-10-10. Then we knock out the zeros (a standard numerological practice), and we get 7-11.
As a final speculation, as previously mentioned many 9-11 Truth activists are disturbed by Michael Chertoff's American-Israeli dual citizenship status, his close links to Russian-Israeli mafia in New York, and the way he allowed suspected Mossad insiders to 9-11 escape back to Israel. They suspect him of being a likely false flag insider.
The exercise name "Diablo Bravo" might contain some hidden meaning. For example, the Spanish word “Diablo” means “devil” in English. The Russian word "Chertoff" also means "devil. " Additionally, the Spanish word "Bravo!" can mean "Good job!" Hence, if "Diablo Bravo" gets pulled off as a successful false flag event, its name may be reinterpreted as “Good job Chertoff!” (Get the joke?)

Informational Bulletin
The U.S. Department of Energy/National Nuclear Security Administration (NNSA) will conduct an emergency exercise in Kitsap County July 28-Aug. 1.
The full-scale field exercise will simulate a major incident with the potential to release hazardous materials to the environment. No actual hazardous materials will be used.
The national-level interagency exercise, called Diablo Bravo, includes roughly 500 participants from a wide range of local, state, and federal agencies in a “real time” deployment. The purpose is to evaluate the nation’s emergency response plans, notification processes and abilities to communication with the public.
The public may see a puff of smoke (theatrical fog, representing smoke) with a bang at the exercise start and observe some increase in vehicle traffic. Otherwise, there will be few indications that the exercise is happening. Kitsap County’s Emergency Operations Center (EOC) will be activated and personnel will test procedures for response and for relocating to the Multi-Agency Coordination Center (MACC) at the Fairgrounds. Kitsap County Department of Emergency Management (KCDEM) will also test its emergency public information system using a web-based technology from PIER Systems Inc. Media representatives are invited to a Media Day on the morning of July 30, including photo opportunities at the incident site and the Multi-Agency Coordination Center.

The Department of Energy is conducting an emergency exercise to demonstrate their capability to respond to and integrate with local, state, and federal response agencies. The exercise will begin Monday afternoon, finish Thursday afternoon, and will include some 24 hour participation.
You are given this notice as a heads-up to anticipate an ongoing activity level at the Bremerton Motorsports Park. Expect to see an increase in traffic on SW Old Clifton Road and Sunnyslope Road SW. You may also notice fire and law response vehicles. There should not be any excessive noise or lights while the exercise is in progress. The safety of the public and the exercise players is our highest priority with minimal impact to your community.
